Well after some research we can see that it is clearly a “Symbol of Chaos”

The Symbol of Chaos comprises eight arrows in a radial pattern, It is also called the Arms of Chaos, the Arrows of Chaos, the Chaos Star or the Symbol of Eight. It represents “energy” scattering at “high velocity” that had managed to create the depicted eight-pointed figure. N, S, E, W + another four directions = eight arrows representing all possibilities, one arrow representing the single, certain road of Law. (This reminds me of Richard’s / fLocke’s Paradoxical Compass.)

Chaos Magic is a school of the modern magical tradition which emphasises the pragmatic use of belief systems and the creation of new and unorthodox methods. Chaos Magic is often highly individualistic and borrows liberally from other belief systems, due to chaos magic having a central belief that belief is a tool. Some common sources of inspiration include such diverse areas as science fiction, scientific theories, traditional ceremonial magic, neoshamanism, Eastern philosophy, world religions, and individual experimentation. Despite tremendous individual variation, chaos magicians (or “chaotes”) often work with chaotic and humorous paradigms, such as the worship of Hundun (a “legendary faceless being” in Chinese mythology, possibly ‘Smokey’) from Taoism or Eris from Discordianism. Some Chaos magicians also use psychedelic drugs in a practice known as chemognosticism. (Just like in Room 23 & The Gnostic psychedelic state)
Chaos Magic claims that belief can be an active magical force. It emphasizes flexibility of belief and the ability to consciously choose ones beliefs, hoping to apply belief as a tool rather than a relatively unchanging part of ones personality. Various psychological techniques are employed in order to induce flexibility of belief. Other Chaos magicians suggest that people need no “belief” to work magic.
Perhaps the most striking feature of Chaos Magic is the concept of the magical paradigm shift.
